Neon was discovered by William Ramsay and Morris Travers in 1898.
Neon is the second lightest noble gas. In a vacuum cylinder and in a neon lamp it glows red / orange and it has more than 40 times the cooling capacity of liquid helium and three times that of liquid hydrogen ( based on unit per volume). For most applications it is a cheaper coolant than helium. Neon has the greatest electrical emissions at normal voltages and currents of all noble gases.
Although Neon is the fifth most abundant element in the universe, only 0.0018% of the atmosphere is made up of neon.
The red / orange color that neon emits in neon lamps is widely used to make billboards. Neon is also used generically for these light types, while in reality many other gases are used to produce different colors of light. Other applications of neon are its use in high-voltage indicators, in lightning catchers, in wave measuring devices, and in old television sets. Neon and helium are both used to make a certain type of gas laser.
In liquid form, neon is used as a coolant.

The standard refers to installations used for publicity, decoration or general lighting, both for outdoor and indoor installation. These neon devices or neon installations may be fixed or mobile and are supplied via a transformer, inverter or frequency converter from a source of low voltage (LV) or extra low voltage (ELV).
